Despite the law minister's repeated assurance that Section 57 of the Information Communication Technology (ICT) Act would be scrapped,
the controversial section remains alive and well and is being increasingly used to file cases against journalists.

Now it is reported that, while Section 57 will be removed from the ICT Act, it will be incorporated in the new Digital Security Act, 2016.
(ধারা ৬৭ আইসিটি আইন থেকে সরানো হলে এটি নতুন ডিজিটাল সিকিউরিটি আইন ২০১৬ এ যুক্ত হবে বলে এখন রিপোর্ট করা হয়।)

The purpose of the Digital Security Act, 2016 is to address cybercrimes, and although we understand the need for such a law, experts have time and again expressed concerns about the broad and vague definitions in Section 57, giving scope for misuse and endangering freedom of speech and expression.

And even though most countries around the world now have laws against cybercrimes, rarely do we see them being used to curb press freedom or having the scope to do so.

Break the syndicate stronghold (সিন্ডিকেটের দুর্গটি ভেঙ্গে দিন)

The exorbitant rates (গলাকাটা দাম) which syndicates are charging for (দাবী করছে) providing illegal lines of gas, (অবৈধ গ্যাসের সংযোগ) power and water to inhabitants of Korail slum are staggering, (কড়াইল বস্তির অধিবাসীরা হতভম্ব) and amount to extortion (চাঁদাবাজির পরিমাণ) of the most marginalised in the city. (শহরের সবচেয়ে প্রান্তিক মানচিত্র।) A report published in this paper on Monday highlighted that (এই পত্রিকার মঙ্গলবারে প্রকাশিত একটি প্রতিবেদনে উল্লেখকরা হয় যে) at least 20 such groups were engaged in this business, (এই ধরনের ব্যবসায়ের সাথে অন্তত ২০ টি দল জড়িত ছিলো) earning them Tk 1.5 crore a month. Therefore, these syndicates can get away with charging ridiculously high prices (হাস্যকরভাবে অতিরিক্তমূল্য দাবী করছে) for basic amenities, (মৌলিক সুযোগ-সুবিধার জন্য) illustrated (সচিত্র) by the example of charging Tk 150 a month for providing five minutes of tap water per day. At the same time, (একই সময়ে) the illegal gas lines they provide are safety hazards. (নিরাপত্তার ঝুঁকি) We have seen cases of fires (অগ্নিসংযোগ) that have broken out in the slum (বস্তিতে ছড়িয়ে পড়েছে) due to these connections before. As with the collusion (গোপন চুক্তি) of utility officials and law enforcement, there has been total denial, (অস্বীকার) even though sources have claimed (এমনকি কিছু উৎস দাবী করেছে যে) paying from Tk 50,000 to 1 lakh to power office, Wasa and law enforcement officials.

The issue of the Korail slum is not a new one. (কড়াইল বস্তির ইস্যু কোন নতুন ঘটনা নয়) There has been talk of evicting the inhabitants, (বাসীন্দাদের উৎক্ষাত করার কথা বলা হচ্ছে) but that cannot be the solution (কিন্ত এটা কোন সমাধান হতে পারেনা) if their rehabilitation is not first ensured. (শূন্যস্থান/ঘাটতি) Thus any solution must start from addressing that shortage. (ঘাটতি / অভাব)
