Experts at an international conference held recently in Dhaka [ঢাকায় অনুষ্ঠিত এক আন্তর্জাতিক সম্মেলনে বিশেষজ্ঞরা] have identified the lack of professionals at the local government institutions [স্থানীয় সরকারি প্রতিষ্ঠানগুলোতে পেশাদারিত্বের অভাবকে চিহ্নিত করেছেন] as a fundamental barrier to planned urbanisation in the country.

 As of now, out of the country's 328 municipalities, [এই মমুহুর্তে, ৩২৮টি পৌরসভায়] only 30 have a town planner each [প্রতি ৩০টিতে একটি করে শহর পরিকল্পক রয়েছে] and there is not even a post for an architect.[এবং এমনকি সেখানে কোন স্থপতির জন্য একটি পোষ্টও নেই।]

 No wonder [আশ্চর্যের কিছু নেই] unplanned urbanisation has been taking its toll on our cities, especially Dhaka. [অপরিকল্পিত নগরায়ন আমাদের কাছ থেকে বিশ্বষ করে ঢাকা থেকে কর নিচ্ছেই (অহরহ)]

Studies done by experts [বিশেষজ্ঞদের দ্বারা গবেষণা] have also found that [খোঁজে পেয়েছে যে] only 20 percent of our qualified town planners [মাত্র ২০ শতাংশ যোগ্যতাসম্পন্ন শহর পরিকল্পক] are currently involved in town planning [শহর পরিকল্পনায় অন্তর্ভুক্ত ] whereas each of the 172 first-category municipalities is supposed to have one town planner.[যেখানে প্রতি ১৭২ টি প্রথম ক্যাটাগরির পৌরসভাতেই মাত্র একটি শহর পরিকল্পক আছে বলে মনে করা হয়]

According to 1992 service rules, [১৯৯২ সেবা আইন অনুযায়ী] the local government ministry has the power to appoint town planners and architects [স্থানীয় সরকার মন্ত্রণালয়  শহর পরিকল্পক এবং স্থপতি নিয়োগের ক্ষমতা রাখে]  to the municipalities [পৌরসভাগুলোতে.]

The ministry must use its decision-making power.

At the same time, our municipalities and city corporations must be empowered with proper funds and administrative authority.

 Moreover, a national urban development council and a national commission should be formed  [উপরন্তু, একটি জাতীয় নগরবাসী উন্নয়ন পরিষদ এবং একটি জাতীয় কমিশন গঠন করা উচিৎ] and a national urbanisation policy be made [এবং একটি জাতীয় শহরায়ন নীতি তৈরি করা উচিৎ] for effective functioning of the local government institutions, [স্থানীয় সরকারি প্রতিষ্ঠানগুলোর ফলপ্রসূ কার্যক্রমের জন্য] as suggested by the experts.[বিশেষজ্ঞদের নির্দেশ অনুযায়ী।]

Unless these basic demands made by the professionals are met,[যদি এসব মৌলিক দাবিগুলো পেশাদারীত্বের সাথে পূরণ করা না হয়] the government's initiatives to develop the country [সরকারের দেশ উন্নয়নের পদক্ষেপসমূহ] and achieve the sustainable development goals [এবং টেকসই উন্নয়ন লক্ষ্যগুলোতে পৌছতে(পদক্ষেপসমূহ) ] with regard to urbanisation, [নগরায়নের উদ্দেশ্যে] are bound to fail. [ব্যার্থ হতে বাধ্য।]

 For planned urbanisation,[পরিকল্পিত নগরায়নের জন্য ] we need comprehensive planning.[আমাদের ব্যাপক পরিকল্পনা দরকার।]

 And to do that,[এবং এটা বাস্তবায়নে ] city planners,  architects and the local government institutions [শহর পরিকল্পকরা, স্থপতিরা ও স্থানীয় সরকারী প্রতিষ্ঠানগুলোকে] must work in coordination. [সমন্বয়ে থেকে কাজ করতে হবে।]

 Already, our capital city Dhaka has been ranked as one of the least liveable cities in the world. [আমাদের রাজধানী ইতোপূর্বেই বিশ্বে ন্যুনতম বসবাস যোগ্য শহরের স্থানে পদার্পণ করেছে।]

It is high time that we took steps for planned urbanisation of our cities.
[আমাদের শহরগুলোর পরিকল্পিত নগরায়নের জন্য পদক্ষেপ নেয়ার এটাই উপযুক্ত সময়।]
