# A short history of a big deal
Bangladesh Prime Minister Sheikh Hasina's visit to India and the signing of 36 agreements of cooperation ranging from the economic, defence and power sectors to the peaceful use of nuclear energy shows that significant progress has been made in Indo-Bangla relations in the last eight years. However, the stalled Teesta treaty continues to eclipse bilateral relations as water affects the lives of ordinary people across vast spaces of land. It seems that in spite of the goodwill prevailing in Delhi, West Bengal has become a thorn in Indo-Bangla relations.
Bangladesh shares 54 of its 57 transboundary rivers with India. After the Ganges, Brahmaputra and the Meghna (GBM) river system, Teesta is the fourth largest river shared between the two countries. In 1983, an ad hoc water-sharing agreement allocated 39 percent of the water flow to India and 36 percent to Bangladesh and the remaining 25 percent was left unallocated for a later decision. The Teesta river's floodplain covers an area of 2,750 sq km in Bangladesh, supporting roughly 10 million people. An estimated one lakh hectares of land across five districts of Bangladesh are severely impacted and face acute shortages during dry seasons. Apart from livelihood directly obtained from the river, agriculture is also affected as 14 percent crop production is dependent on the flow of the river. At stake are the lives of millions of people of Bangladesh who depend on the river for their survival. Therefore, it is imperative that the treaty provide equal allocation of the Teesta, a fair demand from the side of the lower riparian Bangladesh.

বঙ্গানুবাদ:- বাংলাদেশের প্রধানমন্ত্রী শেখ হাসিনার ভারত সফর এবং অর্থনৈতিক, প্রতিরক্ষা ও শক্তিখাতে পারমানবিক শক্তির শান্তিপূর্ণ ব্যবহারের মত 36টি চুক্তি স্বাক্ষর বিগত 8 বছরে ভারত-বাংলা সম্পর্কের যে তাৎপর্যপূর্ণ উন্নতি ঘটেছে তা্ নিদেশ করে।যা্হোক, যেহেতু তিস্তার উপকূলবর্তী এ বিশাল এলাকার মানুষগুলোর জীবনে পানি যথেষ্ট প্রভাব বিস্তার করে, স্থগিত তিস্তা চুক্তি দ্বিপাক্ষিক সম্পর্ককে অন্ধকারের দিকে ঠেলে দিবে।এখন এটা মনে হয় যে, দিল্লির কেন্দ্রীয় নিয়ন্ত্রকদের সদিচ্ছা থাকা সত্ত্বেও, পশ্চিম বাংলা ভারত-বাংলা সম্পর্কের মাঝে কাঁটা হয়ে দাড়িয়েছে।
সীমানা অতিক্রান্ত বাংলাদেশের 57টি অভিন্ন নদীর মধ্যে 54টি ভারতের সাথে। গঙ্গা, ব্রহ্মপুত্র ও মেঘনার পর দু‘দেশের মধ্যে তিস্তা চতুর্থ বৃহৎ অভিন্ন নদী। 1983 সালের এক বিশেষ পানি বণ্টন চুক্তির মাধ্যমে পানি প্রবাহের 39 শতাংশ ভারত ও 36 শতাংশ বাংলাদেশকে বরাদ্দ করে দেওয়া হয়েছিল এবং অবশিষ্ট 25 শতাংশ পানি অব্যবহৃত রাখা হয়েছিল পরবর্তী সিদ্ধান্ত পর্যন্ত। তিস্তার প্লাবন বাংলাদেশের 2,750 বর্গ কি.মি. এলাকা জুড়ে রয়েছে যা প্রায় এক কোটি লোকের আশ্রয়স্থল। এক হিসাব মতে, শুষ্ক মৌসুমে বাংলাদেশের পাঁচ জেলার এক লক্ষ হেক্টোর জমি মারাত্মক প্রভাবিত এবং তীব্র সংকটের মুখে পড়ে।যেহেতু এ অঞ্চলের 14 শতাংশ কৃষির উৎপাদন নদীটির পানি প্রবাহের উপর নির্ভর করে,তার জন্য সরাসরি নদী থেকে উপার্জিত জীবিকা ছাড়াও তা কৃষির উপরও প্রভাব ফেলে থাকে। এ অঞ্চলের লাখ লাখ মানুষের জীবন আজ বিপন্ন যারা নিজেদের অস্তিত্ব টিকিয়ে রাখতে নদীটির উপর নির্ভরশীল। অতএব, বাংলাদেশের নদীতীরস্থ মানুষের ন্যায্য দাবি তিস্তা চুক্তির মাধ্যমে তিস্তার সমবণ্টন অপরিহার্য ।
